Indonesia: Shariah insurers face data and coordination hurdles in offering Umrah coverage

The Indonesian Shariah Insurance Association (AASI) has outlined several challenges facing Islamic insurers in developing Umrah pilgrimage insurance.
Mr Arry Bagoes Wibowo, AASI’s Head of Legal, Compliance, and Inter-Institutional Affairs, stated that one of the challenges is the complex coordination with different parties in the ecosystem, including Umrah travel agencies, with the number of Umrah Travel Organisers (PPIUs) now reaching over 3,000 companies.
Due to this complex coordination, the process of approaching pilgrims becomes inefficient. Therefore, direct penetration remains necessary, he told the news platform Kontan.
Furthermore, Mr Arry mentioned technical challenges arising from the lack of integration between insurance companies’ systems with the Ministry of Religious Affairs’ Computerised Integrated Management System for Umrah and Special Hajj (SISKOPATUH).
“This limits the data reconciliation and payment processes. As a result, insurance companies are forced to collect data from each PPIU. This also slows policy validation and reduces effectiveness,” he said.
Mr Arry said that nine of 16 general Shariah insurance companies already offer Umrah travel Shariah insurance and were registered in the SISKOPATUHl as of the end of 2024. The total contributions earned from Umrah travel insurance totalled IDR47.5bn ($2.8m) in 2024. M
