Algeria's 2027 Budget proposal paves way for independent insurance regulator

The Finance Law 2027, approved by the Council of Ministers, proposes establishing a new independent authority to be called the Insurance Regulatory and Supervisory Authority.
This new agency will replace the existing Insurance Supervisory Commission, which is part of the Ministry of Finance and was established in 2006.
Endowed with legal personality and financial autonomy, the proposed regulator will oversee insurance companies and intermediaries to ensure the protection of policyholders and the solvency of insurance companies. The new Authority will issue regulations and conduct regular and periodic audits of (re)insurance companies and intermediaries.
The Authority will be financed by the state and contributions from insurance and/or reinsurance companies calculated in proportion to their turnover.
The independent authority will adhere to the principle of neutrality in the Algerian market, and draw a line between the mission of the State as regulator and controller and those of the State as sole shareholder in public insurance companies.
The Algerian insurance industry has been lobbying for several years for an independent regulator, as part of reforms seen as vital to reinvigorating the insurance industry. M
