Morocco:Transport Ministry reviews legal framework for motorcycle insurance

The Ministry of Transport and Logistics is studying a review of the legal framework for motorcycle insurance, in light of the growth of delivery services especially in major cities.

On their part, insurance companies have called for a review of the registration documents of motorcycles used for commercial purposes, reported the media platform, Hespress.

In the absence of any legal provision stipulating the mandatory “commercial insurance” of motorcycles in the Highway Code, unlike the case for freight transport vehicles, demand has increased for insurers to update the motorcycle registration system and determine whether the motorcycles are used for commercial purposes. These moves allow insurers to formulate new insurance products for motorcyclists who engage in delivery gigs.

Delivery companies such as Glovo, Jumia Food, and others now have a fleet of motorcycles with their drivers, which represents a commercial opportunity for insurance companies such as motor third-party liability insurance. The delivery sector in Morocco faces major challenges related to securing delivery bikes.

Concerns

Mr Hashem Yahyaoui, an expert in insurance and risk management, explained that the rapid growth of delivery activities reveals major imbalances in the motorcycle insurance system, stressing that companies and drivers alike face complex challenges related primarily to the cost of insurance.

He said that currently available insurance policies do not provide comprehensive coverage for all types of risks that motorcycles may face; since coverage is limited to accidents only, without including theft or damage to transported goods, which exposes delivery companies and drivers to significant financial risks.

Any update in motorcycle insurance offers requires insurance companies to provide insurance products tailored to the needs of the delivery sector, taking into account the special nature of this work and the risks associated with it. The coverage can mitigate risks such as accidents, theft, and damage.
