Oman:Financial regulator launches online national health insurance platform

The Financial Services Authority (FSA) has launched the National Health Insurance Platform (Dhamani), a digital channel to regulate the Omani health insurance market and facilitate operations in the market.

The platform is an integrated electronic platform that facilitates the exchange of health insurance-related data and claims between insurance companies, private health institutions and third-party health insurance claims administrators. It also plays a pivotal role in providing unified medical records to insurance policyholders, accessible when visiting a private healthcare institution linked to the platform.

FSA CEO Abdullah bin Salem Al Salmi said that the online platform represents a qualitative leap in the development of the Omani health insurance market.

Operations

He said that the platform had proven its digital efficiency and effectiveness during its pilot phase.

The number of health insurance transactions completed through the platform by insurance companies and private health institutions reached approximately 3m in the first quarter of 2025. The platform has also been linked to all insurance institutions in the Sultanate, approximately 33 private hospitals and three private health complexes to date.

The platform provides services to more than 650,000 health insurance policyholders and handles 40,000 transactions per day.

He pointed out that the platform includes the latest medical coding systems, enabling regulatory authorities, led by the FSA and the Ministry of Health, to detect fraud and abuse of health insurance benefits. This will contain medical expenses.

Mr Al Salmi said that a small fee will be imposed on hospitals to finance the development of the platform and cover its construction costs, which amounted to OMR1.6m ($4.2m).

He emphasised that this platform will address many of the challenges facing stakeholders, including, ensuring the prompt payment of amounts owing to private health institutions by insurance companies. It will also provide a database of diseases, diagnoses and treatments, enabling relevant authorities to conduct the necessary studies to develop the health sector.

FSA executive vice president Ahmed Bin Ali Al Maamari said that the platform offers several notable benefits, such as enhancing trust and transparency, and efficient processing and settlement of claims. It also contributes to unifying the insurance system using the latest artificial intelligence technologies, which enhances data confidentiality and reduces medical errors.

The FSA urged private healthcare institutions to join the platform, stressing that this would contribute to achieving integration among all parties involved in the health insurance system in the sultanate.
